MOBA Housing SCE is a European cooperative society (SCE) pioneering cooperative housing in the CSEE region. Since June 2024, MOBA is part of a consortium working on the revitalisation of rural areas and communities by using the potential of deteriorating dwellings as part of the Interreg Danube Region project RurALL.

The consortium is developing a multi-stakeholder governance model and 2 actions plans (governance model framework, community engagement plan) and delivering 4 pilot actions (mapping of the dwellings, ideas for dwellings functions, dwellings renovation ideas and business models for financing renovation).

As a co-leader of the activity, MOBA is now looking for an external expert for socio-demographic data analysis.

3. Subject of the Procurement

The purpose of this procurement is to select an external expert to provide the following services in the framework of the project:

D.2.1.3 Data analysis: External expert for socio-demographic data analysis

Scope of Work:

  • Designing a Tool for Demographic Data Collection (March to April, 2025; Data Collection Spreadsheet)
  • Support the analysis of data collected in pilot areas and creating maps, and compare the data among pilot areas to support the preparation of policy recommendations (March to June 2025; Report with Case Studies, Cross-Country Analysis, and Policy Recommendations).

4. Estimated Value

The estimated total value of the contract is 3.000,00 EUR.

5. Duration of the Contract

Expected contract duration: From March 2025 until the delivery of the final output by June 25, 2025.

6. Selection Criteria

The contract will be awarded based on the following criteria:

Eligibility:

  • Relevant qualifications and expertise in socio-demographic analysis and demographic projections;
  • Proven experience with EU-funded projects, preferably in Interreg or similar programmes;
  • Preference for experience in social impact projects and initiatives.

Award criteria (example):

  • Price (50 %)
  • Relevant experience and qualifications (50 %)

7. Submission of Offers

  • An offer indicating the total price (EUR), inclusive of all costs
  • CV highlighting relevant experience
  • Reference to similar assignments
